What Changed on March 30, 2026
The 2025 NYC Energy Conservation Code (NYCECC) is now enforced for all building permit applications.

Local Law 97: What Building Owners Need to Know
Local Law 97 requires NYC buildings over 25,000 sq ft to meet greenhouse gas emissions caps. Buildings that exceed these caps face fines of $268 per metric ton of CO2 equivalent over the limit.
Window replacement is classified as a Phase 3 compliance measure, coordinated with Local Law 11 (FISP — facade inspection) cycles. Buildings filing in 2026 must submit emissions reports by May 1, 2026.
Co-ops and condos will spend 10-25% of annual operating expenses on LL97 upgrades over the next 3-7 years. High-performance windows directly reduce a building's emissions calculation by improving thermal envelope performance.
