2025 NYC Energy Code: What It Means for Your Window Replacement

The New Code Is Now Enforced

As of March 30, 2026, every building permit application in NYC must comply with the 2025 NYC Energy Conservation Code (NYCECC). This means stricter U-factor requirements for windows and doors.

What Changed

The 2025 NYCECC introduces:

  • Tighter U-factor requirements — windows must provide better insulation than the previous 2020 code required
  • New SHGC (Solar Heat Gain Coefficient) standards — controlling how much solar heat enters through glazing
  • Project-specific fenestration calculations — no more one-size-fits-all; U-factors and SHGC are now calculated by project-specific size
  • Non-compliant specs will be rejected at DOB permit review

Who Is Affected

Every contractor filing a building permit. Whether it's new construction, gut renovation, or window replacement, the windows you spec must meet the new code.

Co-op and condo boards planning building-wide replacements should ensure their selected products are compliant before going to the board for approval.

Homeowners doing renovations that require DOB permits need compliant window specifications.

Pella's Compliance Status

Every Pella product line is fully compliant with the 2025 NYCECC:

  • 250 Series (vinyl): U-factor 0.27-0.30
  • Lifestyle Series (fiberglass): U-factor 0.25-0.29
  • Architect Series (clad wood): U-factor 0.25-0.29
  • Reserve Series (premium): U-factor 0.24-0.28

Tax Credits Still Available

ENERGY STAR certified Pella windows qualify for the IRS 25C tax credit — 30% of product cost, up to $600/year. Pella's QMID code is V9W0 for IRS Form 5695.
