Local Law 97 and Your Building's Windows: A Guide for Co-op & Condo Boards

What Is Local Law 97?

Local Law 97 is NYC's landmark emissions law requiring buildings over 25,000 sq ft to meet greenhouse gas emissions caps. Buildings that exceed these caps face fines of $268 per metric ton of CO2 equivalent over the limit.

Why Windows Matter for LL97

Window replacement is classified as a Phase 3 compliance measure, coordinated with Local Law 11 (FISP — facade inspection) cycles. Upgrading to high-performance windows directly reduces a building's emissions by improving the thermal envelope.

The impact is significant: buildings with single-pane or older double-pane windows can see a 15-25% reduction in heating energy consumption by upgrading to ENERGY STAR certified products.

  • Co-ops and condos will spend 10-25% of annual operating expenses on LL97 upgrades over the next 3-7 years
  • Buildings filing in 2026 must submit emissions reports by May 1, 2026, covering 2025 usage
